Is zembly being actively developed and if so where?
It is pretty hard to tell if zembly is being actively developed. Is there a development site somewhere for zembly itself where we can see a roadmap or issue tracker? Is zembly itself open source like the products it runs on top of?

zembly is absolutely being actively developed. Check out http://blog.zembly.com to see what has gone on recently.
It is not an opensource project, and there is not publicly available issue tracker at this time. The forum (http://forum.zembly.com) and the wiki provide ways to get help shoudl you need it.
