In order to make it easy to send links to people who are not tagged appropriately,
As a User,
I want a way to get the popup even if the page didn't trigger
Even more helpful would asking what was missing and tagging that contact so.

We're planning on "Reach Out about the current page" and possibly a right click/ctrl+click "Reach Out about this link" which will do what you've stated.
