Default Email Notifications

Is there a way to make email notifications the default not optional? I am finding that people do not receive follow-up notifications for tasks beyond the initial project/task notification. They have to manually set the email notifications in the user's settings to receive email notices on upcoming task due dates. If the project manager could control this feature at the project or task level, it would ensure the project/task teams would be notified of upcoming task due dates.
