Purchased 7notes for iPad from Apple app store, It was Japanese version. Apple told me to contact you. Apple has No option to purchase English or Japanese. Please let me use my purchase.

Unfortunately you purchased the Japanese version from the Appstore in Japan.
To buy the English version, please check the Language description.
For example, the preview page for 7notes HD Premium (for iPad)
show the language at the left-side of the page as follows:

We are not able to issue a refund directly, but you can request one from Apple via iTunes. If you view your purchase receipt in iTunes you should see an option to communicate with them. If you explain that you have purchased the version from the Japanese app store rather than the US (or other country) app store then they can consider you for a refund.
