I try to add an icon, but it keeps saying that "Twitter is over-capacity" when it can't be every single time I try to do anything with an image. I try to add an image of mine as my background and it continues to say "Twitter is Over-Capacitated".

WON'T LET ME CHANGE MY ICON OR ADD AN IMAGE AS THE BACKGROUND.
