How do you calculate "Utility Annual Inflation Rate"? (& data source?)
and
How can we find our specific (State or EMC) avg. increase in electric rates?
(note: www.EIA.gov does NOT provide this data)

The Georgia Public Utilities Commission keeps historical pricing data:

http://www.psc.state.ga.us/electric/s...

You can review this data over a number of years and determine what inflation your utility has experienced.

EIA's summary for Georgia is here:

Their "Table 8" provides historical prices across the state:

You can use their average retail rate (by year) and determine the average rate of inflation ... looks like a little less than 2% a year to me (1999-2009)
