Source of samples?

I’ve doing some research on a particular artist/album. There is a song that I can’t find anywhere on the net to stream, besides here. It’s not on youtube, apple, amazon, you name it. Mind you this is an older, not very popular or well known song. However, AllMusic has a 30-sec sample of it. My question is, where does AllMusic obtain their samples from? Is it possible to go to the source so may inquire or even purchase the track from wherever it’s being sourced from?

AllMusic.com licenses our information from a company called TiVo.

I know for many years TiVo (and other incarnations of the company) would collect the 30 second samples from the actual physical CDs but that collection was donated several years ago.
