Looking to change temp settings based on gritty energy costs.

Looking to change temp settings based on gritty energy costs. Maybe even turn A/C to off when really high so fan does not run.
There is a current applette that will increase to 79 if energy is high, but we set ours to 80 during high peak times, so dropping to 79, may actually turn the unit on. We are in Texas, so 80 is not too uncommon on hot days.

what to increase to 82 or 85 to ensure the compressor does not turn on at all, and maybe even turn the system OFF completely if the energy costs exceed 0.10/kwh. This way, the fans don't even come on.
