Add a "Get Support" Link to the Quick-Links box

I think we should add a link there because, unlike the left sidebar of the main page, this is always visible. Thus, when a user gets a problem, instead of having to navigate to the main page to click on the "Start New Topic" link, they could just click on that.

It would then open a new window or a pop up that would allow the user to explain the problem, question or whatever.

The image below shows you where I mean. We could move the "Quick Add" lower and place it there.
