Hey fisheyedarrel,
It depends on the studio you are in. MusicLabl allows you to record your own voice as well as create your own personal library of recorded samples.

id also be interested in knowing how many sounds we can upload and also if we can delete them after we use them and save them to a track.......cause my storage space is full and not allowing any more publishes or remixes to post to my page ....and i already have many voice dubs in songs

what about jabra or dubstep labs?
