1I'm sorry about that, it's bit old and we ended up doing it in a better way:
1. Create your app (optionally you can put your code in it but don't have to)
2. After you save your app, go to the "debug" tab
3. You will get your own app debug crx + instructions to follow
note: you will also find notes re debug on Firefox and IE platforms as well on this tab (in case you want to debug them locally on these browsers
Why it's better? as instead of one generic debug crx that you need to configure, this way lets you download your own crx in debug mode without the hassle of configuration + it will put your own code (if you already had any) directly in it.
Good catch on the broken link. We will fix the wiki page asap!

p.s. -- quick note re the wiki: as we are trying to provide most of the common actions at the ui itself and put self explanatory code at the demo apps section (more are coming soon!), we didn't have the time to fully document our framework at the wiki pages. We aware of this and will try to catch up with it as soon as possible. There are a lot of "hidden features" and we will expose them soon on both the demo apps and the wiki.
