Custom table not working

We noticed our ssc_emp_id__c_insert table was giving an error message:

Error
operation performed with inactive user

And upon running the SF_BulkOps stored procedure we are getting this error on the insert:

Is there a problem with the permission in Salesforce itself or something else?
