SF_Refresh has periodic long delays (with few changes)

Hello - I have noticed some intermittent long delays with SF_Refresh, and have been unable to find the cause. This is very infrequent, but recently we had a 2 hour delay looking for changes in a very small Salesforce table (User):
Here is what I see from the DBamp_Log table:

Normally this runs very quickly. The CreateDate on the SQL table (dbo.User) is 2/8/2016, so there was no replication (as you can tell by the log). Any ideas on where to look for troubleshooting? Thank you.
