TotalRequests exceeded, or how to fully synch a subset of records.

I'm getting this error

OLE DB provider "DBAmp.DBAmp" for linked server "SALESFORCE" returned message "Error 1 : REQUEST_LIMIT_EXCEEDED: TotalRequests Limit exceeded.".
Msg 7345, Level 16, State 1, Line 1
The OLE DB provider "DBAmp.DBAmp" for linked server "SALESFORCE" could not delete from table "Contact". There was a recoverable, provider-specific error, such as an RPC failure.

On a delete such as

delete SALESFORCE...Contact
where
NDCUserName__c is not NULL

If I run the 'select' version of this statement it should produce about 8K records. What I really want to do is upsert to maintain updated info as well as new records, but need to delete to keep a full synch of the data. Is there a better way to do this. Note I don't want to synch all contacts just need to keep in synch a subset of contacts.
