Updating a Contact through the linked server using the Id is scanning the entire table then updating the record (taking 65+ seconds).

I am trying to update the email field on a contact record using the Id. The query used to take a few seconds. Now it is taking 65 seconds or more. When looking at the API Trace log, it looks like it is querying the entire table in batches of 2000 then updating the record once it has scanned the entire table.

We were using version 3.4.5 so I upgraded to 3.4.9 to see if that helped but it did not. I also restarted the SQL instance but that did not help either. Our instance was switched this weekend as part of the Continuous Site Switching program.
