New item: Fertilizer
create an item called 'fertilizer'. When applied to a unoccupied valley the valley will grow by one level. I'm sure this would be of use, especially after NPC clearings.

additional thoughts:
Fertilizer can only be applied to a valley ONCE a day
this allows players that do not 'catch' a maintenance
to still upgrade a valley-

Well then if everyone likes that Idea, what about something the opposite of fertilizer to counter-act the effect by taking away a level, like 2 new stratagems for valleys only. Or add it for NPC's as well.
But I'm all for it. Hope this gets recognized... -

I like this idea, yet at the same time it reminds me of Farmville. Good lord, think of a better name.

More thoughts:
Fertilizer can only be applied to occupied valleys.
When applied, the valley is automatically abandoned.
Then the valley is increased by one level.
This would allow players to 'spend' fertilizer to grow
a valley, but still requiring conquering the next level
in order to re-apply
