Cycle Tracks or Car Parks?

Why do we have cycle tracks in St Annes & Lytham and then allow cars to park across the track, forcing cyclists into the middle of the road? Clifton Drive South is a specific case. It is serious safety hazard in the section from Wood Street to the Library. Why do we not enforce the highway code Rule 140 if we are serious about road safety?

    It's because the path is identified by a dotted line, so it's an "Advisory Cycle Lane", and therefore I don't think you can enforce no parking (as per 140) sadly!. The cycle tracks are not really all that useful therefore as some motorists seem to expect cyclists to be in them, but then others park in them. And, if you did cycle in them, you are right in the door zone, which isn't the safest place to be.

    I'm sure Andy is correct that this is a LCC responsibility, but we have a recently appointed cycle officer at FBC ( Ian Brookes ) and I know that amongst other things he's organising some cycle training for adults, as well as bikeability courses at some of the local schools, and he may be able to help promote more appropriate facilities, I'll raise it with him.

    The Department for Transport published a document called Cycle Infrastructure Design which says "‘Drivers do not always realise that cyclists need to move away from the kerb to avoid surface hazards and may expect cyclists to stay in lane regardless of its width. A narrow cycle lane may therefore give motorists (misplaced) confidence to provide less clearance while overtaking than they would in the absence of a cycle lane", which is exactly the point you make.

    I hope this answers your question, though I would agree with you that it's not the best answer, I would also point out that CID also says ‘The road network is the most basic (and important) cycling facility available, and the preferred
    way of providing for cyclists is to create conditions on the carriageway where cyclists are content to use it, particularly in urban areas’ (1.3.2, p10)".
