Warton’s new Enterprise Zone - LDO

Is there any news on the consultation with local residents regards the enterprise zone due for go ahead in April ?

Also is the Local Development Order complete as this is a big project and while great for the area in terms of job creation it will also impact on the daily life of local residents.Hence my question regards the public consultation also what is the scope of this consultation does it include all residents are just those ajoining the site ?

As Councillor Fiddler quoted “Consultation will take place in February with local residents and groups affected by the initial LDO to ensure they have their say on the draft proposals. We have to get this right for everyone concerned.”

  • AJW thanks for the question.

    The draft of the Local Development Order for the first phase of the Enterprise Zone covering the BAe Warton site is still being refined. There are a number of issues that we have to get right which has unfortunately delayed the previously suggested timeline on this. Consultation on the Order will only commence following sign off by BAe. It is hoped that the consultation could start within the next two weeks although this is subject to issues being resolved by then.

    I will put a post on this thread when we have agreed a precise date for this to start and a link to the relevant documents. The consultation will then run for four weeks.

  • AJW Thanks for the question, as the local Cllr for Warton and Westby I would agree with the points you make with regards to Jobs, but would also agree that the LDO must be robust enough to protect the people of Warton and the surrounding area !
    I do hope that when the consultation does begin as many residents as possible take the time to comment . I do however have reservations as to the time allowed for the consultation, as the consequences of getting this wrong could be far reaching and impact not just on Warton but the whole of Fylde.

  • Reading the article in the Evening Post last night it seems BAe are pretty much going to shape what happens on the site and that the LDO will reflect their needs and the needs of the 'High Calibre' companies that are in talks with them regards locating there.

    I worry that not enough time is been given to this with regards what impact this will have on our community in terms of infrastructure. We have very little with in the way of amenities at the moment in the village (loose term) The comment below gives me some cause for concern
    "It is understood that logistics companies handling high-value products are also keen to move to the Warton development, due to its secure runway." as it would suggest regular large planes coming in and out of Warton which poses it on set of problems from increased noise levels and pollution to large freight lorries coming to the site.

    I also think the public consultation maybe just a box ticking exercise as there is surly not enough time after the four weeks to evaluate the comments and take action with any in formulating the LDO if work is due to start in April I think there should be a Public Meeting about this as once it is done there is no going back and this will effect not just Warton but the whole of Fylde for years to come.

    It is good to see Cllr Brickles taking a keen interest in this matter.

    Please could I ask that the two Conservative Warton and Wesby Cllrs Ashton and Cunningham share their views on this matter ?

    I do understand the need to move quickly on this as job creation is key in the present climate but not at the cost of proper and measured consultation and planning.

  • Hi AJW , I do believe that a public meeting is on the cards at some point , but considering the current apathy at this moment I do not feel confident many residents will attend.
    I too noted that BAe are to sign off this document and would question if they have the best interests of Fylde and its residents in mind. If past planning applications had been allowed Warton and Freckleton would be very different villages, with huge retail parks, new homes and then the EZ I do question if this would be for the good of Warton and the people living here ! When I first moved to the Fylde I chose to live in Warton because it was a village.
    If past press coverage is to be believed it would appear that our local MP is intent on pushing the EZ through what ever the cost ! I would ask that we all step back and take a long hard look at the LDO and its implications before we stamp it ! After all I feel sure if all goes wrong it will be local CLLRS who will take the blame .
    As for the implications to our roads it would appear that in designating Warton as a future EZ the fact that no direct link to the motorway system is in existence has been overlooked , thus ensuring further possible impact on surrounding villages . Last year when BAe did extensive work on the runway strict guidelines were in place to stop contractors using quicker routes through small villages around the site, yet still problems arose !!
    As I said previously as ward Cllr I would appreciate any input from local residents as to their opinions on this subject .

Cllr Brickles.....Can you please tell me when meetings/ if any are scheduled. Can I ask about possible work opportunities at this new zone. I am very very keen and all help would be very very important to me.

  • I certainly agree with your comments on the road issues as you are aware long stretches of Lytham Rd are is a very bad state and need resurfacing this is a main trunk road but that is a LCC issue (which we have been told will be dealt with this year) fingers crossed.

    I would be grateful if you could make Cllrs Ashton and Cunningham aware of this forum post as I would like to hear there views on this as they were elected to represent the residents of Warton and Westby.

    Sorry there is still no exact date set as there are issues that remain unresolved. These relate to obtaining a clearer picture of the impact of any future development proposals in the Enterprise Zone on Civil Aviation, Health and Safety and Defence safeguarding policies. Once these have been resolved we will be able to advise on the dates for consultation on the LDO to begin. Apologises for not being able to give a more definitive answer at this stage.

  • Consultation on the first Local Development Order relating to the Warton BAe Enterprise Zone starts today 17th May. Adverts are published today in the Lytham St Annes Express, Lancashire Evening Post and Blackpool Gazette which publicises the process.

    A copy of the draft order and a statement of the Council’s reasons for making the order are available for inspection at: Public Offices, 290, Clifton Drive South, Lytham St Annes, Lancashire between the hours of 9:00 to 16:30 (Monday to Friday) and are published on the Council’s website at www.fylde.gov.uk/planning/localdevelo...

    Letters are also being sent out to neighbours that border the location of the proposed order.

    There is a public exhibition taking place at The Lightening Club in Mill Lane, Warton on Thursday 24th May between 15:30 and 20:00 at which further details of the proposed order and plans are available as well as a member of the council’s planning staff to answer any individual questions.

    Anyone who wishes to make representations about this proposed local development order should write to: Mark Evans, Head of Planning & Regeneration, Town Hall, Lytham St Annes, Lancashire, FY8 1LW or e-mail planning@fylde.gov.uk.
    by no later than 18th June 2012.

  • As a Warton resident and Cllr I must ask when the consultation event has been advertised and indeed where !
    I have just spent the last couple of hours trying to ring as many people as possible to allow them the chance to go to this event, and no one who I have spoken to has any idea about this !
    What I can say is that it is NOT in any public notice boards, and after reading tonight's paper it does not appear to be advertised .
    I know that a limited number of very close neighbours have been sent letters, but how are the rest of the village and indeed the rest of the surrounding villages supposed to know about this event ?
    I am very disappointed about the lack of publicity and would ask whether this fits the criteria required for public consultation ?
    I fail to see how the residents of Warton and indeed the Fylde can possibly have been fully consulted on this issue !
