Creating a budget with cost reductions

Hello everyone. I just downloaded the software and am trying to get used to it.

Does anyone have an idea on how to create a budget and then update that budget by reducing it with certain cost/resources?

I tried creating resources, but have not found a way to subtract cost of a particular task from an overall budget. I tried the help section, but did not see anything on that. Let's say I have a total of 10,000 dollars per year. I want to create task like pay per click campaigns, advertising campaigns which have a specific cost. Then subtract that from the overall budget of 10,000. Honestly this sounds very simple, but I have not used MS project and this is my first use, so I am just getting used to this.
