Why are public goods only global and not local and national?

I am very interested in the idea of public goods provision. The UNDP have written extensively about Global Public Goods and I want to develop national, and local public goods, of which I can find no data/academic literature. I am involved in a project that hopes to identify, measure and develop social capital in a small town setting. Any information would be helpful and appreciated.
