Allow linking of related topics by any user

All users should be able to create links to topics they feel are related. There are times when several topics are similar but should be left separate to allow for more granularity in voting. However it would be nice if there was a way to keep all of these topics together.

I propose each topic should have a section "Related Topics" which would contain links to any such topic. Any user should be able to add a link to a related topic.

Note that redirects and merges are insufficient, because they don't allow ideas to become as focused.

The need for this is demonstrated in this new topic alone. There are several topics similar to this one, but none quite the same.

Sorry for the lack of response from GS on this topic! I just reviewed it with our product team and they found your feedback to be very interesting. Thanks! Unfortunately it's not in our current plan, so I'm marking the topic as such, but we will definitely keep it in mind for future improvements to the platform.
