I click on the "Enable Web Bug Blocking" checkbox. Click on "All". Click on "Apply" and "OK".
The next time I look, the "Enable Web Bug Blocking" checkbox is cleared.
I'm using Win7 and IE9.

This is a known issue with IE9 and Ghostery. It occurs when you open more than one window. This is going to be patched up in the next release. Thanks! -
