The sheer number of options currently exposed overwhelms a significant number of inexperienced users, and adding unnecessary clutter only makes them less comfortable. Good news, you can add it yourself!
In Chrome, find your user profile folder and open Extensions/mlomiejdfkolichcflejclcbmpeaniij/4.1.0_0/includes/ghostery-min.js
Replace the part that says "opacity:0.9" with "opacity:0.4". You can choose any opacity between 0.0 and 1.0 rather than 0.4 if you'd like.
In Firefox, find your user profile folder and open
extensions/firefox@ghostery.com/chrome/content/ghostery.js
Replace all instances of "0.9" with "0.4", and all instances of "(opacity=90)" with "(opacity=40)". You can choose any opacity between 0.0 and 1.0, and 0 and 100, rather than 0.4 and 40 if you'd like.

Also, if you want to make it opaque when you hover over it:
(Chrome) In the same file, find the part that says+n+"-webkit-box-sizing:content-box"+n+"}"+and add"#"+g+":hover{opacity:0.9"+n+"}"+immediately after it. -
