block pop-up advertising, but allow on page advertising
I want to allow ads to appear on web pages, as I wish to allow them to make money, but I want to block all the pop-up ads (too annoying and intrusive).

Pop-up blocking is built into the major browsers, and controlled by preference settings.
True pop-ups are pretty rare these days; they seem to turn up on things like financial scam sites, shady porn sites, and the very slimiest domain name speculator sites.
More common are "lightboxes," where some sort of modal dialog is stacked on top of the desired content, and interstitials, where you're forced to look at an ad for a few seconds before the desired content appears. Both of those are typically first-party, and difficult to distinguish from normal content (or what you call on-page advertising).
Depending on the particular circumstances, you may be better served by a configurable ad blocker, specific user scripts (Greasemonkey / Tampermonkey), or narrowly-focused browser extensions.
