window based not universal

Edit Subject

When you stop blocking, you stop blocking every page/window you have open instead of just the one. The blocking/unblocking should work just for the page/window you are on when you block/unblock.

So you want to set blocking at the page level? That would be very difficult to maintain within an options menu. You can whitelist trackers at the page level. But a page by page option is not currently on the roadmap.
