Unfortunately, you can't see the page without being an ING Direct customer. When you go to https://secure.ingdirect.com and click Continue to go to the sign in w/ PIN page, & there you'll find them.
The first reference is a javascript function, just after the closing form tag:

Within that javascript is the reference to https://www.analytics-control.com/.
I assume it's one of the bank's security layers, but I haven't really looked into it.-
Or you could look at www.cibc.ca without being a customer.

In this case, I think it's checking to see if Rapport is running & if not, providing a link to download it.
See my earlier comment below for the different way that ING Direct is using that site (which, in turn, references analytics-control.com). I think it has to do with their Pinpoint product, but I haven't analyzed it myself.
I wish the banks/Trusteer (if it is their product) had more transparency and information regarding what these websites do. -

I'm willing to concede that Eric is right, that is belongs to a Trusteer product sold to banks for end point security scanning (akin to it's Pinpoint product?). But the anonymized whois info on the 2 domains is not reassuring.

When I asked Trusteer about the links to the domains, they responded as follows:
