What's the URL of the page where you saw this? (Note that this snippet is rare and probably first-party, so it's unlikely Ghostery would take any interest in it.)
The best way to counter these kinds of abuses is to require explicit permission (i.e. click to play) for all Flash content. This is not a Ghostery feature — it's part of your browser.
If you're using Firefox, install the Click to Play per-element extension, and set Shockwave Flash to Ask to Activate. If you're using Safari, install ClickToPlugin or ClickToFlash. I believe both Chrome and Opera let you set Plug-ins to Click to Play without any additional extensions required. -
