Seriously, though, these are really good questions.
"Your best interest" may be a matter of personal choice. There's probably nothing more controversial than Facebook: for some people it's practically their entire life, while others would "nuke the site from orbit — it's the only way to be sure."
Some things, like Amazon Associates or Brightcove, fall into a tricky gray area.
I would estimate there are probably fewer than two dozen "discretionary" bugs. It might be fun to try to categorize them, e.g. bookmarking, commenting, live customer chat, social networking, survey, toolbar, widget, etc.
The issue of the public's best interest is a thorny one. It's come up a couple of times before, in the context of mechanisms purporting to be able to thwart fraudulent financial transactions. I've yet to see anything that didn't cause more problems than it solved.
The hard part isn't getting the message out; it's figuring out what it should contain.
