You'd probably want to start by examining the Firefox extension, which has already been partially translated. Look at:

chrome/locale/fr-FR/ghostery.dtd
chrome/locale/fr-FR/ghostery.properties
chrome/content/ghostery-translator.js

For the Chrome extension, you'd create a new "fr" subdirectory under _locales, copy _locales/en/messages.json into that, and replace the English text as appropriate.

We are now working on translating Ghostery into several languages, including French, for the next version of Ghostery for Chrome.

I suggest waiting until the update is released. Then, you could go over our translations and let us know of any issues.
