Sometimes I want to read over a long list in the alert bubble, however most of the time I don't want it to stick around very long.
However, if you make the bubble stick around as long as the mouse is over it, then we have a frictionless mechanism that will allow a short normal dismissal time, but accommodate the occasion when the user wants to review the list.
Alternately (or additionally) provide a mechanism, such as a menu option, to restore the alert bubble.

Regarding restoring the bubble after it went away:
You can click on Ghostery's toolbar button to bring up Ghostery's findings panel at any time. This will show you everything that was in the alert bubble. Does this help? -

As mentioned, hitting the Ghostery button & scrolling down the detailed list is much less concise on a site that has 20-30+ trackers, and a much different user experience.

The alert bubble should not disappear on timeout while hovering it with the mouse.

It would be great to use a short default dismissal time (for relatively inconspicuous normal day to day usage) but to be able to easily make the bubble stick around when you do want to spend a little more time reading over the list.
