Move un-ticked elements to the top of the list

Everything is as is except for the following stated in the title. When a category is in use and elements are selected within that category, the unselected (not blocked) elements should be moved to the top of the alphabetical list of elements. That way users can easily tick them again if they find it was not the source of blocking certain site content. That and it is easier to manage. So simply when it is ticked again it'll be sorted back into the already used elements in alphabetical order.
