Need To Block Ad4me...they are relentless!!

Hi,
I need to block "deal4me". I keep getting multiple, random popups all over my screen! Some contain a "we have detected that your computer has a trojan virus" and the only option is to click "ok"- once that's done, it redirects to a different site that opens across the entire screen. Others are shopping and "deals" (whether I'm on a store website or not-- I was on a Federal court website)and still, others are for "selfies gone horribly wrong".
Please instruct me on how to proceed- I have "block all new trackers checked, but it keeps on happening.
I presume they are also tracking and not just "posting".
I apologize if my terminology is incorrect....I don't work with computers for a living.
