why do I keep getting a blank page opeing along side my homepage in IE. It is attempting to load res://ghostery.dll/%2323/panel.html

res://ghostery.dll/%2323/panel.html is the url of the Findings panel (it is stored as a resource in the plugin binary file ghostery.dll). I have trouble reproducing the issue here.
The questions to ask:
1. Version of the plugin he is running: Manage Add-ons->step on Ghostery, full version below on the left.
2. Does he see Ghostery button? If yes – what happens when he click on it? Can he see the findings window?
3. Does he have some protections against popups? IE may mistakenly take Findings window for a popup.
4. Does it happen when he opens a default new tab? What does he have for his New Tab? Many plugins provide New Tab feature.
5. Does it happen when he opens a link in a new tab? New window?
6. Does he have EPM enabled/disabled? (Internet Options->Advanced->Security-> Enhanced Protected Mode)
7. Has he HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main, TabProcGrowth set to something? (esoteric) -

This happens to me too when I try to debug web application in IE browsers from VisualStudio. It keeps popping up a new window with URL "res://ghostery.dll/%2323/panel.html" whenever I try to focus to page. I have to disable the ghostery extension in order to let me debug in IE browsers.

When I try to log into my 1and1 webmail it pops up 4 or 5 of these pages: res://ghostery.dll/%2323/panel.html and won't let me get to my webmail in IE11-

Hi,
I'm getting the same problem when trying to open an XML file in IE11. If I try to select the tab with the XML file it pops open a new tab res://ghostery.dll/%2323/panel.html which gets focus, stopping me from viewing the XML.- view 3 more comments

Some more info. I'm working on a web app, so testing takes place on http://localhost:59533/ I just clicked a link before the local dev web server launched and I get the same problem with the new tab opening every time the initial tab gets focus.
It's simple to replicate in IE, just make a web request to localhost to any port that doesn't have a web server listening. Also it doesn't happen with an IP address request, just host names, suggesting it happens during a DNS lookup? -
