Single bug exception by site.

I'd like to see a hybrid of unblocking and white-list. Don't block "bug x" on "site y". Or, in other words, block "bug x" everywhere, except on "site y".

It seems to me that right now I can either not block "bug x" everywhere (Uncheck block bug x). Or allow all bugs on "site y" (white-list site y).
