The Blocking Notification Pop-Up

I dont use the alert bubble as it just gets annoying. But I would like an option to display it only if there are items it is not currently blocking on a page. e.g. On this website it reports there being 3 bugs on this page, but it is only blocking 2 of them. So i would like a bubble to pop up and inform me that there is one not being blocked.
