When change page scale in browser, ghostery's popup list is being scaled too. Quite Inconvenient thing.

Are you referring to page zoom?

The Alert Bubble is scaled (useful for users with low vision, or when doing a presentation using a projection system). The panel is not; you'd need to use your system's accessibility features to affect that. These is standard Chrome behavior, not something Ghostery controls.
