Missing Fill Options

I've been using Good Budget for a while, but just did a "hard reset" (created a new account) to get rid of old, annoying Payee data. Not sure why, but now when I go to fill envelopes the options for "Add budget amount" and "Set to Budget amount" have vanished.
I also can't seem to see where I can simply reset each envelop to a set amount.

What's happened?
