Currently using YNAB but looking for a tool which allows an envelope to go negative so it can be filled by next month's allocation and just reduced by the negative amount. Currently I have to transfer from another envlope to zero it out before receiving in income for the next month, then transfer back.

Goodbudget allows you to go negative and displays friendly hints that you are over budget when you do.  When you fill your envelopes, you can use two methods; you can "Add" the budgeted amount to an envelope which just adds the budgeted amount to the existing balance of the envelope, or you can "Set" the envelope balance to the budgeted amount which will add the amount needed to fill the envelope back up to the budgeted amount.  This latter method is useful for envelopes like Groceries for Gas where you may just want to start each month with the set amount, but the "Add" method works better for envelopes such as Family Vacations or Christmas where you want to increase your balance each month.
