On the actual AdSense's network anyone can add to his website an AdSense widget and Google's algorithm takes care alone of all the possible relations between ads and website content.
This makes the content publisher free from any responsibility about published ads, so he can say whatever he wants, but why someone should click and trust the ad links?
Today people clicks on the ads because they got a nice snippet, usually wrote in conventional advertising terms (example: everything cool, good and free...).
The extreme responsibility weight was taken by google's pay per action try, that was an awesome try to make contact between real businesses but who pay for all the unfinished conversions?
An additional step can be done in the direction of the content publisher. If the content manager becomes affiliate to some network, he suddenly loses his trustfulness to his readers.
So we can imagine a network in which the content manager knows the products to sponsor and to write about (he could put links in his posts for example) and he also must pay if the product that he sponsored got a bad rating from the customers who clicked on the content manager's links trusting him, and buying his sponsored products.
now: who wants to risk his money to advertise another company? maybe only someone whom tried and values that company's products... someone who is ready to teach and support his readers... the same people who trusted him clicking on his links, maybe knowing that since the website they are reading is responsible for his affiliations.
hope that all the google technology can go in the direction of trust and good will. I did not find a similar google service, is there something like this on development in google labs?
