I reported a duplicate image which is worse in quality comparing to another existing one. The better image taken from original BD is mentioned and linked in the explanation field. Why and how my report was declined for the reason "Does not meet contribution guidelines" that can further effect all the next contributions of images?

I'd like to mention that the delete was submitted against one of many other images on the title page, not the name page -- it is obvious (see the submitted data).
Anyway, "Does not meet contribution guidelines" might not be the reason for such submission in any of both possible cases, because instead I suggested the same image but of much better quality. A cumulative "Does not meet contribution guidelines" is a very bad sign when contributing images. Those who want to punish me and other conscientious contributors this way, have no extra salary after this while the base receives less benefit.
