Russians have planted sleeper agents, 1 trade unionist, 1 stockbroker. They haven't had any orders in years until radio comes alive. Woman KGB agent comes to check them out. UK head of KGB poses as American sports fan; unwittingly discovers film of '66 Contested Soccer goal. Thought union guy was Warren Clarke, but can't find him. He's always trying to return his daughter's teddy bear

My favorite source for older dvds is eBay. Here is a region 2 set for  $16 from UK:

But Amazon has it for about the same/less.
Most portable dvd players are region-free. Some dvd players can be "hacked" (enter a code) to make them region free.

Since the series is 4 episodes of 55min, the total runtime of 3:31 does sound like the whole thing.

Amazon says the Region 2 disc has English subtitles; no mention of subtitles on Region 1 at either Amazon or B&N. 

Why do you relate it to Ninotchka? Does the woman Soviet official succumb to Western opulence in Sleepers?

No, she doesn't succumb, but she is romantically tempted, resists, and then berates herself for being such a C. Party hard-ass.
