Why has the "new-york-city" keyword been frozen in favor if the redundant "new-york-city-new-york" keyword? Long ago, it was supposedly decided that, if a city's name includes the state or country, that state or counrty would NOT be repeated, i.e. oklahoma-city, panama-city, etc. (The exception: "kansas-city," since part of that city is in Kansas and part is in Missouri.)
All "new-york-city-new-york" keywords should be reinstated to "new-york-city." The "new-york" keyword should be reserved for parts of the state of New York other than New York City
