(1998 TV Movie) during one of their courses on the dangers of requirements creep.
I really liked this movie, although I didn't find it all shocking. The story of wasteful spending reminds me a bit of NASA’s ‘Astronaut Pen’.

At first glance, the Fisher Space Pen appeared to be a waste of tax payer money. NASA had concern about the graphite from pencils shorting out circuits after the Apollo I launchpad fire. As is pointed out in the article, Fisher paid for all the development and testing costs for the pen. From personal experience, the pen worked quite well, especially when trying to write horizontally and upside down. Sadly, I lost my Fisher Space Pen.

Combat History
During the Gulf War, M2 Bradleys destroyed more Iraqi armored vehicles than the M1 Abrams. A total of 20 Bradleys were lost—three by enemy fire and 17 due to friendly fire incidents; another 12 were damaged. The gunner of one Bradley was killed when his vehicle was hit by Iraqi fire, possibly from an Iraqi BMP-1, during the Battle of 73 Easting. To remedy some problems that were identified as contributing factors in the friendly fire incidents, infrared identification panels and other marking/identification measures were added to the Bradleys.
In the Iraq War, the Bradley proved vulnerable to improvised explosive device and rocket-propelled grenade attacks, but casualties were light with the crew able to escape. In 2006, total losses included 55 Bradleys destroyed and some 700 others damaged. By 2007, the Army had stopped using the M2 Bradley in combat, instead favoring more survivable MRAPs. By the end of the war, about 150 Bradleys had been destroyed.

I loved that movie. I thought it was one of the most under-the radar and most under-rated movies of 2019. It was one of the first movies that came to mind for this poll.
I initially was trying to avoid calling investigators whistle-blowers, preferring to give credit to their original source(s). I didn't list initially as a result.
But, I agree this might be a notable exception. Daniel Jones and his team were the ones who really blew the whistle on the CIA's post 9/11 Detention and Interrogation Program. They were the ones who discovered what was really going on. Meanwhile, they put all the pieces of the puzzle together to form an accurate picture of what was really going on. Finally, fighting to get the information in the hands of policy-makers and eventually the public to apply pressure for reform.

It was a guy in the bar named Charles Embry. Played by Tracey Walter.

I get your point. I shared the same thoughts initially, but eventually was won over. Charles Embry didn't really come forward and apply pressure to PG&E (whistle-blow). Nor did expose what they were doing to the public, he was simply one of many sources she found to support her case. He was just one piece in a case that had many pieces, all orchestrated by Erin Brockovich. She is considered by many to be the main whistleblower in this case and often cited as many as one the top movie whistleblowers of all-time.
I was initially reluctant to include her too, as I tried to avoid listing investigators or anyone whose job was expose wrong-doing. I relented in this strict requirement, as more than a few were the true force behind their real-life cases. They often eclipsed their initial source and without them never would have been a whistle-blowing case to cite. Erin Brockovich clearly falls into this category, that may imperfectly fit the definition, but still undeniably can be cited as one.

Ha, ha, ha. I wasn't aware of his quality as a filmmaker. History has been done.
His films are on the level of Birdemic and The Room. But extremely preachier and heavy-handed in their message. He's got a certain messiah complex as he's the savior protagonist in most of his films.
