I do not understand why you let a poster stay on a site if they are completely destroying it.
This is happening on the Johnny Depp site. There is someone on there that uses more than one name but you can tell it is the same and it is rude ridiculous and unacceptable posting that this person does and it is destroying the site. I am so sorry to see this happening.

With millions of boards and millions of users, it's not likely staff knows what/who you're talking about.

What you should do is report any offensive behavior that violates Terms and Conditions of the site, then let the system place the user on your ignore list.

I'm afraid that, no matter how awesome someone is (and Johnny Depp has to be up there), there is always going to some rogue nutter taking offence. In fact, for Depp's sake, it might be better they vent somewhere online rather than hanging around outside their house with a frightening bag of "goodies". That said, visitors to the site shouldn't have to put up with it either.

Unfortunately, there aren't moderators, so you need to report them and ignore them - if they are so obvious then sanctions will accumulate until it is very difficult for them to post. Don't keep reporting them or sanctions might be applied to you.

It'd help if you provided links so we can check it out - looking over the forum, it largely seems quite quiet, so I assume it is only one person at work, which should be easy enough to clamp down on them.
