Accessing public lists

Why can't I access this user's lists even though they're Public, and even though they were accessible a while back?

They were public.
A user can change them to private at any time.

No, they are still public as you can see next to each one of them.

I pointed this out just the other day and was ignored. Maybe a second person saying the same thing might make them listen.

I was able make them private by accident even though they showed public just like your example.
