I would like you add a rating system for actors as you do for movies.

I completely agree! Maybe there can be a top rated and lowest rated actors list like the IMDb Top250 and Bottom100.

How would you rate an actor? Would you rate him or her based on the films you saw them play in? Or would you rate their personality? Would you rate Ron Howard as an actor, or as a director? How about Arnold Schwarzenegger? As an actor, a politician, or a semi-cult figure? And won't pretty actresses run the risk of being voted on their looks instead of their acting? And should you vote for someone of whom you've seen three of their ten films? And will the votes for someone who recently died mean anything other than the fact that people for sorry someone died?
So, in short, I think it's a bad idea to be able to vote for individuals.

I think another reason why IMDb is unlikely to add a rating system for people is that, inevitably, some actors would receive low ratings. The low-rated actors or their representatives might complain vigorously and threaten to sue IMDb.
