Is adding shelved/dropped film to IMDb allowed?
For example, I'd like to add this film which was directed by veteran M. T. Vasudevan Nair. If it was released, it would be the first film with actor Mammootty in the lead role.

If a movie has not been screened publicly in some way and will not be screened publicly in some way, it probably is ineligible for inclusion on IMDb, but some exceptions may exist on account of nuanced factors. I'm uncertain of the nature of the exception criteria. Policies can change, and sometimes a thing known as grandfathering occurs when they do.

Adding to what Jeorj said, it is largely a case-to-case scenario and unifinished movies by known directors are indeed added if they have some media attention, literary sources and/or cultural value. That is if they really entered production and it is confirmed that some scenes were filmed, as in cases of Kaleidoscope (1967), Don Quixote (1972), Untitled Prince Documentary (2001) and quite a few more.
Considering that production started and had generated enough publicity and intereset over the years that it has a Wikipedia article I am very much surprised it was not added before and I think it certainly merits for inclusion.

Thanks a lot for the info. What should I choose as status? I couldn't find the correct category there. All I could find close is "Not yet complete". Should I proceed with that?

The fact that filming never completed is problematic. Any final cut would be either an incomplete story or a movie with the discontinuity of scenes filmed decades apart. There is no production status option that seems like it applies, but the closest ones would be "post-production" and "production unknown". The status "abandoned" is no longer available for selection.
