after three revisions, my review has been declined three times. what am I missing?

the review itself is attached to this message as an image.

the word fuck appears muted, as in f*ck, and it is necessary in this specific case because the itself replaced the word by another one. so this cannot be removed from the review, it's part of it. 

am I being a target of biased judges that simply don't agree with my review?
