Ratings: Allow users to add comments to their ratings list

Pretty much what the title says - it'd make sense to allow people to do what they already can on every other list: edit the item and allow us to include a comment. I assume the ability to edit this list has been suspended for a reason (so you can't delete items directly from this list, only be removing the vote?) but that needn't stop you from being able to add comments.If your ratings are public it makes sense to allow people to post a mini-review explaining why they chose that rating.

See this suggestion for a way to add comments to your ratings from the title's page (which would mean you wouldn't need to directly edit the ratings list, although you might want to allow that feature or make it possible to do this somewhere):

Ratings list have to be treated differently from other lists. To add a comment would need to be able to edit a list. Adding or editing comments for a title would not be a problem. However, adding or deleting titles from a ratings list could cause problems with synchronizing the votes for titles with how IMDb summarizes these votes.

It should be possible to have a way to edit the ratings list, without allowing the ability to delete an item.

However, if you can add a comment to your ratings, when rating the title on its page, then this would also get around that problem, why it thought it worth making the two connected but different suggestions.

As you can clearly change the settings on different lists, it should actually be possible to have a way to just click on the relevant entry and it could open the add comment box without even needing an edit button - the code is obviously already in use on the site, making them comments section editable straight from the list itself would then be relatively easy.
