Annoying TV Show Top Rated Problem

Basically, for the top rated TV shows page, many of the shows are not in the correct order. It says The Walking Dead is on 8.4. But really its on 8.5. Which makes a huge difference of where it position must be. 13 Reasons Why is on 8.8 but it's ratings are actually 9.1. Stranger Things is 8.9 when it's really a 9. My whole point is that the top rated TV show page is not accurate at all. Fix it please. Thank you.

From http://www.imdb.com/chart/toptv/
The list is ranked by a formula which includes the number of ratings each show received from users, and value of ratings received from regular users
and from http://www.imdb.com/help/show_leaf?votestopfaq

According to its rating, film or show XYZ should be in the Top 250 Rated list but it's missing. Why?
As documented on the Top 250 Chart page, only votes from regular IMDb voters are considered when generating the Top 250 Rated out of the full voting database. This explains any difference between the vote averages reported in the Top 250 Rated Charts and those on the individual movie pages, as well as why movies, whose averages make them seem as though they should appear on the list, do not.
To maintain the effectiveness of the Top 250 Rated Charts, we deliberately do not and will not disclose the criteria used for a person to be counted as a regular voter.
